When will the framework agreement be signed?
A. At the original meeting.
B. The next day.
C. Before November 15th.
D. On November 15th.

The author states that the reason why the agreement wasn't signed was because it needed to be voted on by New Caledonia's Congress. There will be a special meeting to vote on this agreement on November 15th and as the author reports on line 7 and 8 that the Congress is expected to sign the agreement. Therefore after New Caledonia's Congress has its vote then the Presidents will sign the agreement. This will no doubt be after November 15th.
