Who determined that exams and education should be done in Ukrainian?

In lines 3 and 4 it states, "Ukraine is demanding that students pass college entrance exams in Ukrainian ..." In this sense Ukraine is the Government of the Ukraine which would legislate such a law as opposed to the people of the Ukraine which would have the power to demand this action but it would require the government to enact it.
